[St. John's] Transport development (Highways, Airport, and Public Transit)

As for the Team Gushue Highway opening this year, it is looking like it's possible. The Kenmount and Topsail connections look like they could be opened quickly. There will be no way the Penneywell Collector will be finished and I'm having my doubts about the Captain Whelan-Cowan Heights connection and nothing has been done there in awhile. Maybe it will be Topsail to Kenmount only for now.
