I think it would be more analogous to the Millennium Line changeover. You'd have Expo Line trains going across the river for a few stops to target a major transfer point (probably Surrey Central), and then they'd turn around. If you take a look at
this fantasy map you could have the Expo Line trains turn around after King George. Then the Langley Line could run between, say, Langley Centre and 22nd Street (which has incredibly high bus transfer numbers to get to south Vancouver and Richmond). There'd be more interlining than what's currently done between Expo and Millennium lines but it should be do-able.
Or maybe you're right, the Expo Line doesn't go over the river at all, but the Langley Line would still go between 22nd Street and Langley Centre. That would give three stations for transferring between Expo and Langley lines. None of the three New West stations there are particularly great for transfers though as they don't have central platforms.
