I think Casa Grande is attractive to a certain class of projects--cheap land, at the intersection of two major interstates, between two substantial metros. And Casa Grande seems to be willing to give fairly substantial incentives. But eventually the projects have to find funding. And I imagine that the type of proposals they're getting--start-ups with big ideas--take a long time to fund if they're funded at all.
