There used to be. I've worked in commercial/ institutional construction long enough to remember when projects were absolutely 100% done when they were turned over.
Residential construction- even high rise apartments, have always been lower quality projects as long as I can remember. But in the last ten years or so it seems like completion has been exceptionally difficult, Moreso in Edmonton than any other jurisdiction I've worked in. I did a few condition assessments or some larger, newer apartment projects in downtown Edmonton for my last company and it was pretty shocking both how unfinished the projects were and how poorly the facilities had been maintained post-construction
