Yes, they are being built to higher standards. There is nothing cheap about the structural engineering that has gone into the Vancouver House design. To say it is substantial would be an understatement. From the massive transfer slab at the bottom to the huge and thick spine and load bearing walls, the building is solid and strong and as ready as any building can be for a big quake. If anything, it's been overbuilt and I think it would probably be one of the more desirable buildings to be in when a quake hits.
