Nope.
The HCC threw a tantrum to get Mason to jam this through because their members didn't like having to ride uphill from the admittedly terribly-designed existing setup, and didn't want to have to use the much more logical and responsible solution which was a crossing signal at the end of the bridge like that used for pedestrians. It was his way of giving the Italian salute to motorists, whom he seems to hate.
