As SpongeG mentioned, there's a red car shown driving into the parkade.
The "surface parking" look like the roof of a 2 level parkade.
That means all the new sidewalks around the development will be asphalt. Richmond doesn't invest in concrete sidewalks, they get developers to foot the bill for those things.
You are wrong. The City reserves the right to approve what is designed for dedicated roadways, and that includes the boulevards and sidewalk, etc. If they don't give the greenlight, the developer won't get the permits to build.
Good. As someone who lives in Coquitlam (5 minutes North of Lafarge Lake) I couldn't be more thrilled to see some good high density proposed for those low-use lots. There are several other vacant/SFH lots in that area I'd like to see redeveloped, as Coquitlam Town Centre has some towers but not enough to attract the major amenities and city feel/bustle.
It's also nice to see a facelift for the Burquitlam area as it grows to accomodate the increased population.
Is this a new project? It's a Pinnacle/Onni project.

There's a site plan at the website that includes Capstan Station.
The project also includes 2 16 storey towers to the east, it appears.
