Walking paths that only result in a longer walk usually go underused unless there's a compelling reason to use them. In this case, the compelling reason is theoretically to enjoy the nice river view. But it looks like you can enjoy the nice river view more easily on the main path at other spots both up and downstream.
It'll be a nice spot for quiet reflection, and I suppose if that's your goal then this is pretty good. But if you want there to be as many people on it as the rendering shows, you need to give them a reason to feel welcome lingering. It's not offering that right now.
Swings might be cool there:
