With OC Transpo's Rack & Roll the bikes don't take up any seats. Admittedly it probably wouldn't be practical with LRT to keep the bikes outside the train, but is an example.

Agreed. In that case it is more like 1 bike per seat. They could potentially have folding seats there so that someone can sit down when bikes aren't being stored (or just have people stand in that space).
As for previous arguments racks like that being too ableist, you could require the racks to be used during peak periods (when space is at a premium) but allow other options outside of peak periods.
