I don't know the break out for who pays for what on the proposed PL
partial cap, but I know its being done in conjunction with the rebuilding of I-95 through that area. In the past it was reported that would be the only possible time to increase the area that is capped over I-95 (which is why I'm disappointed there wasn't a way to add to the existing cap instead of just adding a separate new cap, but certainly the proposed is MILES better then no cap)
VSE is alittle different in that it's much smaller in width then I-95 and that it slices right through the City on the edge of the central business district, so capping it where possible could be considered just as an update to its construction, the same way that the roadbed and drainage are brought up to todays standards when sections of expressway are rebuilt. I'm not saying what will happen, just that there is a basis for thinking that it should be done.
That said, besides anything else being done, not capping the whole of VSE in the Logan Sq. area while the State was rebuilding the bridges last summer is a huge error.
