Is it about compliance, or selling the concept to the reviewers, including any proposed code departures? Also is it about selling to the public, because the presentation is effectively a required press release?
In my city it's about all three, so money goes to nicer renderings. This begins around the concept plan stage, 12 to 18 months before construction, with a presentation that's substantially larger and fancier even for the average 40-unit woodframe apartment. That's a pain in the 🞵🞵🞵 and costs tons of money of course, mostly for the delay the process requires in addition to the actual design and rendering time for the presentation itself (which will be followed by more presentations until the committee approves it), but it's essential, mostly for reason 2.
