Size of the downtown plays no role in this when you look at the sheer number of projects, and it is clear downtown Halifax is on the right path, while Winnipeg, not so much. The number of projects in Halifax would be a Hell of a lot more than a proverbial drop in the bucket in downtown Winnipeg.
