Is this an appropriate time to talk about capping the Kennedy? Because the longer it takes before they start seriously planning for it, the more buildings like this will be built with an ugly, dead side facing what will inevitably become one of the premier open spaces in the city.

If I were to plan it, I would get rid of, well, almost all the ramps, and build surface streets on the sides to handle most of the circulation. This is similar in concept to the Rose Kennedy Greenway over the Central Artery (Big Dig) in Boston. I would call it Union Avenue, which is the street that belongs at this point in the grid - but prior to construction of the Kennedy, only ever existed north of Madison and south of Roosevelt.

The park would basically be a 250 foot wide median, clear from Van Buren to Hubbard's Cave: eight and a half glorious blocks.
