You have to remember that for many years the hourly Pacific Western ( morphed into Westjet) operated Boeing 737 jets between Calgary and Edmonton right over downtown. I lived with some friends on 102nd ave for a summer in 1978 and you could see passenger's faces in the windows when the landing at the Municipal Airport. This obviously limited the allowable height of buildings in the downtown core.

This doesn't invalidate your point, but I love aviation history, so a minor correction... PWA morphed into Canadian Airlines when it merged with CP Air, which was then absorbed much later by Air Canada. I still miss Canadian, I thought it was a really nice airline.
