It would've been smart of the city to mandate this a decade ago for State as well as all the other sidewalks in River North. With the early 00s boom as well as the current cycle, we'd have a bit more breathing room there.
The easiest way to now rectify the situation is remove the left turn lanes/center lane along N State, and widen the sidewalks by about 3 ft on each side of the street. You would still have 2 lanes of traffic in each direction. Removal of the left turn lanes might obviously cause some backups, but oh well. This is downtown Chicago, not exurban Indianapolis. Priority should not be given to ease of getting around by car.
Or hell, put no left turn signs on all cross streets with State between the river and Chicago. With the possible exception of Ontario, where the left lane turns to a left turn only.
