Actually it was 1995. Despite what some Winnipeggers like to tell people when they travel elsewhere, it is not -40 in Winnipeg for six months of the year and with an average daytime high on October 31 of 6°, snow on the ground at Halloween is rather uncommon. Halloween 2017 was unusual as it was the first October 31 since 2003 that it failed to break the 0° mark.
Some snowfall is usually seen in October, but it almost always melts within 24 hours. Lasting snow cover on average arrives during the second or third week of November. In 2017, we have had snow cover since November 4.
