The OMB receives all letters sent to Council on a file. Writing or delegating to Council gives you the right to request participant status at the OMB - allowing you to make a statement to the Board.
The Board is to weight the statements and testimony of expert witnesses much more than non-experts. It is to look at the planning regiment and make its decision.
There's also the big unknown of what happens when the OMB is replaced.
