Probably still a chance Fortress could be swapping out this inept contractor with someone better. Let's face it. The shoring and excavation was sloooow goings right from Day 1.

Not my point. All developers partake in damage control. They are just marketers in their simplest form. In any case, I'm not commenting on Fortress amateurish and long lead up to the ground breaking. My point is that they did manage to hiring a contractor and get shovels in the ground. At that point, the contractor has more control with the onsite operations

I don't expect this to resume. I'm just saying the contractor and their hires have done a poor enough job to be released and replaced. There's still a chance.

So since I think we can all agree a condo building is never going to get built there, let's look at options for what to do with this hole.

Apart from the joke ideas of it becoming Regina's new swimming pool, in all seriousness, could it not be a pretty cool underground store? No above ground building is needed, just a fancy looking "entryway" at ground level. With the hole already dug and the supports already in place, all that's needed is the concrete to be poured, mechanicals installed and start looking for lessees. It could be a pretty cost effective solution for a company who buys the property from Fortress.

Yeah... I'd bet money that the contractor was not released by Fortress. I think putting this rotting woodchuck at the feet of the contractors is a massive leap. A much easier leap is to look at who is holding the purse strings.

If I were a contractor - unless I was completely inept, or unaware of this project's sketchy track record (Double Star Drilling isn't exactly a fly-by-night or new organization) - I'd be asking for cash on very short milestones. Miss a payment, I pull my guys & equipment... and make sure every reputable contractor in town knows about you. Which they do.

Zero chance a big firm with a reputation to protect (e.g.: PCL; Graham; or Ledcor) attaches their name to this project - the developer owns this debacle, not the contractor.

Exactly. This is 100% the developers fault and has nothing to do with the contractor. If it was a contractor issue, they would have been replaced months ago.

Brainstorming random ideas.

The acoustics down there would make it a cool concert spot. A couple levels of balconies and a common area on the bottom floor with a stage area. Terrible plan from a profit standpoint though as I have no idea how it would make enough to stay in business.

That tends to happen when the money doesn't flow...

It's probably safe to say none of this is the fault of ITC.

I wouldn't bet against you guys however, you guys aren't being impartial with your speculation to the idea that a contractor, in particular ITC, can't be an absolute nightmare. There are pages and pages on the amateurish construction site conditions from the wonky shoring, to the precarious ramp into the site and, insufficient fencing around the site. People were commenting just on the last page that it took 3 times as long to stage the covered walkways. None of that reflects on Fortress. That's all on the GC (ITC)

Perhaps I missed the post that mentions all the liens on the property which would absolutely confirm there's next to no chance that this will continue without ITC.

Based on how long it's taken for anything to happen, I seriously doubt this is contractor related. If Fortress was serious about this, which it appears they are not, they would have swapped out contractors ages ago.

It seems to me that was has occurred is Fortress has completed work to the limits of their excavation permit. Now they are ready for actual construction (maybe some more minor excavations) and they are not proceeding forward.

The contractor removing their equipment from site indicates they will not be back for a least a while, if at all. Is this because they were kicked off site or are moving their equipment elsewhere to make them profitable, I think it's the latter. Fairly typical. Fortress may have been paying them standby time for whatever equipment was there up until recently. When those payments stop, equipment goes bye bye.

I wouldn't be so sure about that; googling the company in question, turns out that there has been some notable controversy surrounding Fortress Developments.

After many delays and questions over construction permits, on Saturday, there was some movement at the Capital Pointe project, but not necessarily constructive ones.

About half a dozen semi trailers and workers from Double Star Drilling took away equipment from the delayed construction site on the corner of Albert Street and Victoria Avenue.

Capital Pointe is set to be 27 storeys of condos and hotel rooms, and was once going to be Regina’s tallest building.

The project was meant to be completed last year, but to this day, it’s not much more than a hole in the ground.

Workers removing equipment Saturday, would not speak to Global News.

Terry Thorsteinson, the owner of Bregg Cleaners, a neighbouring business, said it’s been frustrating to watch the lack of

haha you guys are funny. If you read the SkyCity thread, it's basically a mirror of this thread unfortunately.. Delay after delay. At least there's no hole in the ground there.

I assume City of Regina will fill in the hole at some point at take Fortress to court over it.

City says building permits are good for 2 years from the date issued. The current permit for shoring and excavation expires September 15, 2017.
