You're thinking of the super elite, who certainly attempt to find legal (and some illegal) avenues to save on taxes, but you're forgetting that the government makes every bit as strong an attempt to use any possible sketchy means to tax them.

Any time people make "too much money", a new tax and whimsically attached reason for it surfaces.

I just don't understand the point of this... it's not like that mural is so amazing that it needs to be recreated. Why not just do some sort of new, nicer art. Just makes me think that they think people's biggest issue with losing the hotel is the mural... which is definitely not the case lol.

Exactly. Just take a photo of the mural, blow it up and frame it. That's about all that's necessary.
