Not really. Rough in of mechanical and electrical starts on the lower floors as the forming crews move up floor by floor, as well as metal studs, drywall, glazing, exterior finish etc. Before occupancy starts on the lower floors, yes the building will need to be topped off but that doesn't stop progress on the finishing aspects of a residential building.
