Well the LRT is something Surrey is pushing for (and making everyone else pay for... ) while the Pattullo is TransLink and the GMB is the province's baby.
All you should think of is that everyone in power is corrupt and / or stupid. That way you'll rarely be disappointed by what happens. You won't be happy either but it'll stop you from tearing out the few grey hairs you have left.
This whole project is basically marge vs monorail, where a glorified streetcar is being marketed as next best thing by Lyle Langley Surrey, and it will only end in disaster (financially).
The other mayors sit and watch the shitshow happen because if this thing goes through, then they'll have their own excuse to whine for their own photo op pet project.

There was a group opposing the LRT outside City Hall during last week's open house. I went inside first to get info about the project, but once I left, I walked over to the group's table. There were about 8 guys there and not one of them even acknowledged me. That is in contrast to one of the volunteers who promptly greeted me when I entered inside City Hall. I left and went to the library to borrow some dvds.
I think Metro's referring to just the "L" route, which is indeed 1k shorter. In that case though, the total budget covers both it and the Fraser Highway route, so the numbers are still a bit off.
This article says that back in February the Liberals were TransLink is considering SkyTrain for the second phase of this project, the Fraser Highway extension:

There would be 11 stations with an additional potential future station at 84th Avenue. “While the Mayors’ Council has proposed LRT technology for this project as well, TransLink is currently evaluating both LRT and SkyTrain technology for the line,” the note said.

The Mayors' Council Vision for the complete South of Fraser Rapid Transit Network spans 27 kilometres of trackway, approximately 19 stops and will be built in two phases:
Phase 1 –Surrey-Newton-Guildford LRT will connect Surrey City Centre, Newton Town Centre and Guildford Town Centre with high-quality, street-level light rail rapid transit.
Phase 2 – Surrey-Langley LRT along Fraser Highway
Surrey-Newton-Guildford LRT was selected for early development because it is a natural progression from the existing high frequency 96 B-Line, which the LRT will replace, providing greater passenger capacity and frequency both for now and into the future as Surrey continues to grow. Surrey-Newton-Guildford LRT will connect two of Surrey's busiest transportation corridors by linking Surrey Central with Surrey's second largest commercial hub, Guildford Town Centre, and with the growing area of Newton Town Centre on King George Boulevard.
At this time, the project is focused on engagement and planning for Phase 1, which the Mayors' Council Vision has identified as priority. The Mayors' Council Vision contemplates the start of Phase 2, the Surrey-Langley line about five years after the start of construction for the Surrey-Newton-Guildford LRT, subject to funding confirmation.

Absolutely atrocious that a main arterial road which connects the city to highway 1 would be down to one lane in each direction for goods movers and commuter cars.
I told you, the Liberals were going to strong-arm skytrain to Langley (just as they did with the Evergreen Line and grade separation for the Canada Line).
I am not holding my breath for the NDP / Greens to do the same. Really feel that their game plan is to essentially bend to the will of the cities.

Let's see if this stupid LRT streetcar even gets built. Governments come and go all the time. Once they see what a mistake the LRT is, there is no way it will go down Fraser Hwy. Phase one is questionable. Phase two is an eternity away.
