Man. Spare the political rhetoric. Numerous folk I know in the construction trades left BC for Texas, California, and Alberta, etc. sending cheques back home to their families here in BC back in the 1990's.
Then enviro minister Moe Sihota deliberately interfered in my dad's 60-acre development project due to NDP politics. As a result, my dad shut the thing down and went to develop residential banked lands in La Jolla, CA as a result.
Thereafter, officials within BC Ministry of Environment asked my dad if they were going to be sued as a result of unlawful conduct of Sihota. Seriously. What a shit show that was. Other BC companies left for WA State and Alberta.
My spouse - she graduated from her RN program in early 2001 and went directly to Miami as a result. I can go on and on... but what's the point?

By 2000, Ipsos had its lowest historical point ever in terms of "is the economy good" question - ~20%.
By 2000, BC had record low consumer confidence levels.
Between 1991 and 2001, for the first time ever, per capita disposable income decreased, and then only increased after 2001.
Hell, even Statistics Canada called the 1990's BC NDP gov't... :

It's all a moot point though. After summer holiday season of July and August, the legislature will likely be prorogued and brought back after Labour Day weekend in September for a new Throne Speech and Budget.
With a 43 - 43 tie vote and s.43 of the BC Constitution Act barring a Speaker from voting on the Throne Speech, budgets, 3rd readings of bills, etc. ... Horgan will have no alternative but the request the LG for dissolution.
