I'm thinking what changed from the time we ordered low floor LRT so that we could do Surface running in the burbs and now was the Barrhaven bus crash. The political fallout of that seems to be that steel wheels and rubber tires must never, ever cross, hence spending half a billion on bridges in barrhaven and who knows how much on a full metro to the farthest corners of the city
