It would - but as this was a rezoning, the FSR wasn't a ' limit' imposed by the City, it was the number that came out of the design that the architect designed, and the developer submitted. If the number had been a bit higher, it might have generated a slightly higher Community Amenity Contribution, but given the prices being obtained here it probably wouldn't have been a deal breaker.
In this case, unless you know better, the City approved what the developer wanted to build. The Japanese Garden elements, and the scooped design are what supposedly set this project apart from others. It seems to me that the layouts are a product of those design elements - just as some of the Vancouver House floorplans are less than ideal.
