Ageed. All statements/signals by Weaver into late Friday afternoon clearly point in that direction. Many here may not realize it yet, but a brilliant strategic move., esp. with how he will deal with same.
On a completely different note, after the election, many constitutional experts pointed to the 1985 ON election whereby the incumbent PCs held the majority of seats (albeit with a minority) while the opposition Libs and 3rd party NDP had a combined 21 more seats than the PCs.
After the 1985 election, the ON PCs attended the legislature for a Throne Speech, which was defeated by the ON House and the gov't fell. The then opposition Liberals and NDP had previously entered into a 2-year written accord, which was presented to then ON lieutenant-governor John Black Aird who accepted same with reasons:

The key tests by the LG here were "confidence of the house" (with combined 21-seat Lib/NDP majority) and confidence of holdng same over a reasonable period of time (2 years)

Then ON Liberal leader/preem David Peterson provided his context to BC's recent election result yesterday to the G & M:
