How was that lush shot from last month when the trees still don't have any leaves on them today in mid-April?

I can't explain the trees, I'm just looking at the towers under construction. Which summer are you referring to? Last summer Ernst & Young wasn't topped off. Last summer Harbour Plaza wasn't topped off. Last summer 565 Sherbourne wasn't the tallest tower in St. Jamestown. Last summer 10 York wasn't ~25 floors tall. All these towers are current, and it sure seems to be from a month or 2 ago, not 8 months ago, but I may be wrong...

Some trees appear to be turning yellow, shot must've been from last fall.

It's always been a poor city in one way or another. It's suffered from huge economic losses over many years, a declining population since 1970, and widespread suburbanization and urban renewal.

it is impossible to have trees with full of leaves during the month of March.

I'm sure this photo was taken during summer months but I believe it was last summer.

Poverty. Plus it lost the capital status when the province established a new town where Fredericton is now, lost Canada's winter port designation, huge losses with deindustrialization since the 1980s that are still continuing, could go on and on. The province never really made a priority of propping up what was its main city (historically) when things got bad, and has kind of allowed the stagnation in many ways. And the Irving's control and domination over SJ is terrible.

Basically neoliberalism in the flesh. Little state intervention with the market left to determine how the city goes, but now corporate oligarchs left to run the show who naturally distort the market
