Fear not! For starters, it is not a "bill" but rather a non-legally binding private member's motion. It does not, cannot, by itself have any effect on free speech or hate speech in Canada. In this case, I think the motion would request that a committee consider what could be done to address problems of Islamophobia and other forms of religious discrimination.
