But the North Edge has an advantage in that it is closer to schools, retail, more desirable neighborhoods (residential areas in Oliver or downtown are closer), less "unsavory characters" in peoples eyes etc and therefore seen as better for a developer as its less risk and developers can sell or rent units for more money. yep, exactly what I was getting at! north edge is already getting the development, so prioritize their streetscape improvements.
hopefully that will accelerate buildout of the remaining lots, which should result in increased development pressure in neighboring warehouse district. when development sites there start running out.. then quarters will see a serious boom.
for all the reason you mentioned, just don't see quarters being a development leader, regardless of the stimulus project.. it's still going to take a while. and opening up new development areas in or around the core is only going to slow that process down..
