Just curious why you'd go with fan coils, that's all
existing window sill and header locations limit the flexibility on setting the new floor to floor heights behind the current façade. the initial thinking is that 4 pipe fan coils will let us minimize horizontal duct sizes for the two floors that are 10'6 floor to floor as well as minimizing the vertical shafts where we're working hard to maintain usable area (although we might be able to hide some of those in the existing light wells) if we stay with constant air volume rather than vav and mixing boxes. the offset is that we'll probably lose some free cooling capability but it's in a building with very small plates, a nominal amount of south facing glass and opening double hung windows. we will continue to look at other options (other than reverting to host of rooftop packaged units) as we prove or disprove the initial assumptions.

^ sounds about right, I assumed it had something to do with spatial constraints of some sort. Rooftoppers are probably the most economic option but you'd lose floor space to accommodate ductwork down to the lower levels.
Why not something like chilled beams and perimeter radiation with a small make-up system ? With something like that with a tight deck to deck height you could leave it all exposed and maximize your ceiling height

hmmm... not been sold yet on the chilled beams but that might be me as i know they're better than they once were. not sold on the loss of usable floor space to the perimeter radiation but if we recover some of that with reclaimed shaft space that might be a wash. i may well have to table that. thanks.

I was skeptical until I did a rather large job in Red Deer with chilled beams back in 2009. It turned out to control very well, albeit did not have the solar load you will have on your south face. Worth a look though in my opinion
Worked with them on a few jobs, solar load certainly impacts its use, but they do work very well.
