CATSA YYC started about 1 year ago to get anal regarding the 1L bag rule. This happened after several years of relaxations on the rule. Relaxations of the 1L rule regarding requirement to close the bag and requirement to separate the bag from all other contents were reinforced.
Additionally and specific to YYC, the CATSA workforce has 100% turnover in the past 5 months. Turnover caused by some peeps getting bummed that new positions created for the new terminal were awarded to direct entry staff rather than internal promotions. Since opening the new terminal some staff have left due to changes in their job duties (e.g. checkpoints C and A are now commingled).
Also specific to YYC checkpoint C Nexus lane, there is an ongoing complaint war between a small group of YYC based frequent flyers and the local CATSA contracted GardaWorld staff and management. We are complaining through CATSA.gc.ca website on every infraction. One infraction is the requirement to remove the 1L bag from the carry-on. CATSA screeners cannot make it a requirement in the Nexus lanes and cannot conduct retaliatory screening if a compliant bag remains in the carry-on. What Garda World has done is to limit the opening times of checkpoint C Nexus lane and require 100% compliance with 1L bag rule at the regular lanes.
