I agree with this also. While Winnipeg's skyscrapers do not attain an imposing height, the way the skyline emerges over the prairie horizon as you drive towards it from any direction is striking. There are some lovely older neighbourhoods and also some striking examples of architecture, eg the Museum of Human Rights.
It doesn't strictly fall within the scope of the thread, but I have always been amazed by the abundance of cultural events and resources for a city of its size. Perhaps it is because it is the only relatively large city in a great distance. This Toronto/Vancouver guy likes the 'Peg. And yes, I've been there in the winter, many times.
