Those have bothered me everyday for the last 3 years. Apparently the architects did a "sunlight analysis" on the piers and determined it would be too sunny causing a greenhouse effect and would necessitate increasing the cooling load so they put in these panels to control the amount of light coming in...what they failed to account for was the obvious obstruction of views
