Where did you hear this? I've searched council records but have found no record of a decision on a Nova Centre connection to the Downtown Link.
Finance Director Greg Keefe reported to council in May 2015 that the cost of a tunnel would be something in the range of $7-10 million, to which the city would be expected to contribute. Even though the Nova Centre RFP calls for a pedway connection, he described it as "desirable" but not "necessary". He said staff were working on "practical and effective alternatives to create weather protected access".

That's the last reference I've found in council minutes: perhaps others have something more up-to-date.
But, in the media tour of the Nova Centre this past May, Joe Ramia did assert there would be a pedway connection:
Visitors will walk into the large lobby with a 60-foot wooden wall made of local materials, Ramia said, and either take wide escalators up to the Grafton Street plaza, use the meeting rooms on that first level, use the pedway system, or head down a floor to the main Convention Hall with 160-foot ceilings and a secondary hall adding up to 37,000 square feet of space.
