At least two towns in Newfoundland are trying to establish cores. Both were created by smaller communities blending into one another and are generally entirely exurban or rural in appearance - with the exception of a four-lane main strip with big box store-style developments either side.
But... this isn't as exciting as it sounds.

This, for example, is Happy Valley-Goose Bay's goal. This is what they're aiming to become. This is what, in 2016, they think residents will be best served by. And it actually is a step up from what they have now - but come on, dream bigger. Or at least better.
At least Conception Bay South does have a genuinely good ultimate goal - but because their Main Street already exists, it'll be generations before all of the set-back buildings along it need to be replaced.
EDIT: Just to give you a better idea how bad it is now. St. John's is, not surprisingly, below the Newfoundland average for negative traits such as obesity and so on. Conception Bay South, which is just minutes outside the city, is WAY above the average (almost 75% are overweight or obese), and so on. And part of it is because this is, currently, downtown.
