Oak Park uses IBC, which allows combustible (wood) midrises above a non-combustible (concrete) commercial/parking podium, up to six stories total. These buildings are typically sprinklered to control fire risk. Generally IBC allows certain kinds of buildings to be constructed more cheaply than Chicago Building Code.
So yes, they are building the same way they would in Charlotte, Minneapolis, or countless other cities. Here's a neat
