Not necessarily. They could be changing what they filed in the permit. Hanover did something similar when they terminated a multi-family new construction permit which was for the foundation work only. Eviva's new construction permit appeared to be for foundation work and the garage. Both may have been advised that it was better to file a single new construction permit for the entire project.
That's just speculation but If you look at the now terminated permit, there had been some recent activity and some approvals were due today. For this reason, I do feel somewhat confident that Eviva is
moving inching forward.
