So I contacted Concord yesterday. First I called Joe Lee ,who apparently is the head administrator, but received a message to contact him by e-mail only as he no longer takes phone messages. Since I have found he does not respond to e-mail, I phoned Jessica Yang, also an administrator. We had a long, mostly pleasant conversation during which I heard a lot of sorrys, we don't knows, and maybes I remain no further ahead.

They got your deposit, so they don't care about legitimate concerns regarding construction delays. The way they see it, you signed the agreement for the purchase and sale.
They are blinds. Don't be fooled by the solid look of them. From a distance, even standard cheap Venetian blinds look solid white, your eye can't make out the detail at that distance. But they are window blinds.
For example in Park Place, all the units have the cheap wide Venetian blinds in them (unless people replace them) and from a King George Skytrain distance, they look solid white.

Can't say as I've never had a place with roller blinds. Have either had the cheap venetian blinds or have replaced them (in my townhouse) with higher end honeycomb shades.

The only people who can tell you how close to completion this building is is Concord, and they won't. One thing I got out of them, inadvertently, last week is that they have spread themselves too thin. So basically they have so many projects starting up locally, they've robbed Peter to pay Paul.
Blinds may be going in but I see no progress in the lobby or at the base of the building.
I agree...I just passed by it 1 day ago, the lobby and its surrounding, even for the first tower still has a lot of work. The construction elevator shaft is still there, all the construction materials are still strewn around. The townhouses are still its concrete shell - I see the cladding stacked on its side but they're not installed yet. It really seems like it's really delayed and still some ways to go.
What frustrates me is that Concord will not give the reason for the delay. Friends who bought into 3 Civic Plaza were at least told why their building was behind schedule and in time to plan accordingly. Seems Concord is afraid to.
Of course they're afraid. When 3 Civic explained delays it was before the 15% foreign buyer tax and some cooling in the market. Now Concord would be worried that they'd start having people push to pull out of their contracts.
That said, it doesn't entirely surprise me. Concord has 6 major project in progress in Metro Vancouver right now and they're certainly not the only one constructing buildings right now.
Keep in mind rokim99 that it isn't 1 set of trades doing all the work. Blind installers and interior people for the residential side are not the same as the guys laying concrete or putting in windows, or interior siding, etc. So the blinds could be installed in every residential unit yet the building still be a long way away because another major trade has been pulled away or is not available. There are a lot of moving parts and various trades people working on every building project that is underway. Heck y ou could have everyone lined up but if you can't secure any dry-wallers you could reach a point where it is critical path and the project is halted while you wait. Most construction management companies plan for this but it is always a possibility especially when things get busy and especially in the Summer when a large percentage of people take their holidays. Heck I'm not in construction and this Summer (last 3 months) I've had 50% of my staff take 100% of their allocated vacation this year which has stalled a few of our ongoing projects (I planned for it but still...)
They are making quick progress with Park Avenue East though from a structural perspective. It has maintained pace of about a floor a week since the start and will be topped out in October at current pace. That still doesn't mean things will pick up in other areas.
There's a lot of work out there right now in certain trades. I have a co-worker for example who has been trying to get a plumber to do $10,000+ worth of work in his house and has had 15 different companies refuse h is work because it isn't a big enough job and they have so much work they need to turn away most jobs these days.
With 6 projects, Concord isn't the only company right now building towers. There are quite a few throughout metro-Vancouver at the same stage from Vancouver to Burnaby to Richmond.
I believe Concord would be happy to have people pull out of contracts at this stage, knowing they could sell units at a higher price now than the prebuilt one. Our unit alone was selling in the West tower for $40,000 more than we paid for it in the East tower only a year later.
If I find out Concord has pulled workers from this project to start on others I will be extremely upset.

it seems the property market was very robust over the past years. This certainly will slow down the construction pace for most sky towers, I would not be too surprised and in fact, I rather Concord sees quality first and will not rush to finish construction in the expense of quality.

Apparently you have not read my previous post which stated the delay in completion was not the problem, in fact I half expected it. My issue is, they informed me, when I made inquiries, that everything was on schedule and we would be moving in this summer. That was at the orientation meeting in March and a number of other times up until the end of June. You can not imagine how I felt when on the 16th of July we received the amendment stating construction completion might not be until the middle of Nov. That Concord could not see a 4 to 5 month construction delay on the horizon is beyond my comprehension and has forced us to cancel travel plans and incur unexpected expenses.
So we are in 2nd week of September now.. and projected completion is November.. when does the unit walk-through usually happen ? month before ? so that i means.. we should be getting a notice from Concord in few weeks ? Is my calculation correct ? anyone ?!

Who's to say they won't change the construction completion date again as they have in the past?
On a more positive note, they finally seem to be making some progress at the base of the building and had a reasonably large crew working on it when I walked by their this morning.
