Using Rideau Centre as the basis for comparison will make everything seem downmarket. That Rideau Centre has separated itself from the rest as an upmarket/luxury destination doesn't mean the others have fallen. It means that Rideau has risen. Potayto / potahto some might say, but it's a more accurate indication of what's happening.
Take the "much longer list of stores than can be found at pretty much every mall in Ontario" and use that as a more appropriate baseline for comparison. Bayshore separates itself significantly and favourably from that (more than just candles, actually); the same cannot be said for other malls in the region (or even the example you cited) ... at least to the same extent.
Rideau will generally be highest on the wish list of any new mall-format retailer coming to town. Bayshore will generally be the second destination, either because a retailer wants a second store, or because they can't get space or afford the rent at Rideau.
