Being operated or funded by the state doesn't make it open to the public. They still control their own property. And, let's be honest here, we're talking about a patch of grass with a path through it. It doesn't even remotely resemble a park, and no one spends any leisure time there. There aren't even any benches. Would I rather them keep it open? Sure, I live nearby and happen to be one of the people who walks a dog there (and pick it up, for the record). However, Tech doesn't owe me a dog toilet.
The real problem is that Midtown doesn't have any public parks aside from Piedmont. That's a real godsend, but it's in a far corner and a long walk for many residents. The city desperately needs to invest more in pocket parks, preferably before land prices get even higher than they already are. I'm not holding my breath though.
