It's likely true, though. The Russian government is completely keen on building sports facilities across the country in an attempt to improve the overall condition of sport in that country. They went on a massive spree of building ice hockey arenas in communities across the country as they had a relatively scarce number compared to the number of players. Since then their junior programs have substantively improved access and competitiveness. The same could be said for a lot of their sporting programs. The Canadian government hasn't shown the same interest in funding the large-scale sports facilities because of the whole professional/franchise aspect, something which Russia cares substantively less about optics-wise.
Because of Canada's crop of current stadiums I can't imagine a Canadian WC bid would introduce any new builds at all, depending on how much the CSA and different Governments want to fund the event. It would be nice to have a city on the East Coast play host to some matches but I can't see it happening right now.
