#2 would be interesting. A central library branch connected to a mall? Has that been done before in another city?
A central library, the art gallery, and uOttawa could make for a nice educational/cultural corridor. With that location they could explore a partnership with uOttawa if the partnership with Library and Archives Canada falls through.
