Operable windows are fine in small walk-up style buildings with little or no building control
Not so great with complex systems in major buildings
I likely know exactly why they keep the balcony doors pinned during the winter at Epcor. I am sure building operations and the insurance adjustors sleep a little better at night..

the balcony doors are never pinned by the landlord but they are all alarmed and each one is wired back to the security desk so everyone can sleep well at night.

The building is the only thing I miss about working Downtown, truthfully. Especially the bathrooms The basement of the Edmonton Power building is no 24th floor view overlooking the Ice District, but my new position & team are a much better fit for me & I'm enjoying myself a lot more at work.

^ Nice, very fun area indeed. If you're feeling a bit more 🞵🞵🞵🞵🞵🞵🞵🞵 (unlike me) there's a bit of a mountain biker's "Ewok Village" between the Strathcona refinery and the river. At least, there was the last time I wandered in there. If you're not up for steep, narrow trails, though, best to avoid it.
