I think what BobLoblawsLawBlog was saying is that new buildings can both be built to suit the needs of modern office spaces (large flexible floorplates, high ceilings, natural light) and be designed in a particular style that will add heritage and character to a city. No one argues that re-purposing an older building can be extremely costly, but not every new build has to be a featureless mass of glass and spandrel.
There are plenty of examples of modern Art Deco Revival towers, such as Atlanta's Bank of America, or U.S. Bank Centre in Seattle, that both feature quality materials and design, none of which are the norm in recent Vancouver projects.
