The question begs what can you do considering the use is discretionary in the zone. As long as they develop the parking lot in accordance with the requirements in the Zoning Bylaw there's not much you can do to stop it.

Except that the CCDC specifically says...

910.4 DOWNTOWN WIDE REGULATIONS:

Surface Parking Lots:

No surface parking shall be allowed, other than accessory parking that is located at the rear of a building and is accessed from the abutting alley;

A minimum 4m landscaped setback shall be provided from any property line abutting a Public Roadway, other than a lane, for any surface parking area;

The storage of materials inclusive of accumulated snow on non-accessory parking surface lots shall be in a location away from the public roadway to improve safety and visibility; and

Lighting for the non-accessory surface parking lots shall be a minimum of 6 LUX.

The street – in an area known as The Quarters – has had $27 million of work done on it, plus more than $12 million for an upgraded sewer pipe to make way for new high-density development.

But aside from a groundbreaking ceremony held four years ago for a soon-to-be-completed hotel, the city has yet to see the street bear the fruits of its labour.

Coun. Scott McKeen says the city does have some potentially viable developments in the works for The Quarters, however.

“We’ve been having some discussions with a small builder to a pilot project using a different kind of housing technology,” he said.

McKeen also says a developer is looking into plans for a possible hotel and condominium tower while work is ongoing to secure funding for an artists’ residence and studio space.

“Once the Arts Hab gets going, once the hotel is open, then we’ll see more interest in it,” he said.

City of Edmonton gets three offers for Quarters land

“There are timelines in the RFP that people have to meet, so we want to get that sewn up as quickly as possible,” she said.

Tauber said three proposals for the site, which includes the excavated site along with the adjacent piece of land that currently holds a dry cleaners, was a good response.

“We were really encouraged by the interest. We got three proposals, but we definitely had a lot of interest from people in that area.”

The city has a community revitalization levy in place for the Quarters, Tauber said and they’re encouraged developers want to build there.

“It’s going to take time to change, so when you see interest that is always a good thing.”

I can only hope we see something similar in the Quarters when developers finally take interest. With the Ice District taking shape not too far away, it gives me hope. However, the Quarters still has to compete with a lot of prime surface lots in the core (106 Street, etc).

Lots of differences though. Different markets. Different management of the lands and process.

If Edmonton followed Calgary's lead and made new single family housing completely unaffordable and limited approval of new suburban neighborhoods to a fraction of what the city could absorb....yeah...East Jasper could be like the East Village........But thankfully, despite all their other faults, city admin is far more reasonable and practical than our neighbors to the south when it comes to social engineering.

Shall see what powers are the in Municipal Government Act. Calgary is able to bring bedroom communities to heel for the most part using water rights in exchange for minimum density requirements.

I guess it all depends on which social engineering policies you prefer. policies that encourage outward expansion are as much social engineering as any other choices.
