Ottawa also has as lot of them. They do make sense and do what transit is meant to do: they get cars off the road, it's just for half the trip rather than the whole trip. It helps with congestion, there's a lot more road space out in the suburbs, but if those hundreds/thousands of cars were added to the downtown they'd create massive traffic jams. It's not quite as good as people walking to mass transit stations or taking a local bus there, but it still saves on (tens of) thousands of road kilometres and fossil fuel consumption each year.
