I hope Cenovus is making that an observation deck, so they can recoup some of the expense of their lease! We want ^^^ that view too!

I think this steel will be outside in the elements holding the parapet wall.

Yes I believe you're right. The crown & parapet are on top of the concrete core level . . . see below:

Guys, if you google Brookfield Place Specifications and go to stacking plans the crown elements look different than the one originally posted by Wooster in this thread??????

This is definitely not fire proofing and you are correct that it's painted because it will be out in the elements. you can see other sections have regular steel that will be fireproofed and covered from the elements.

Steel for the top level of the crown starting to go up today. Looks to be the "inside" of the bowl.
