While it certainly is being used as such, it was never designed to be a 417 by-pass. (We're seeing the same thing happen with the airport parkway, turn a road designed for one thing into trying to meed the demands of car commuters.)
It still amazes that the NCC goes on about riverfront access while they enable a mini-expressway along the river...
