That is the picture indeed! Even on the floor plan it was showing the lobby glazing like that. I believe this is considered a shingled glazing which I guess is a newer design term for glazing engineering. This building has it on a horizontal application.
Several skyscrapers including a few alpha towers used shingled curtain wall for their facade design to give it that extra kick of design texture. It really works to break up the monotony of a straight wall when climbing several hundred meters high. Of course it is also used on smaller midrise towers as several european cities are littered with funky buildings with windows like these.
Shanghai Tower uses a pretty complex system where it shingles on both the x and y axis of the glass plane meaning that each glazing placement is actually on a slanted angle in order to give it that shingled look from both the horizontal and vertical. It actually looks like a form of structural glazing honestly, but at an insane 600m+ level..

This is ICC in Hong Kong which also uses shingled curtain wall throughout its full height before coiling down to form its crazy canopy.
There are other kinds too that I have heard and seen such as faceted and prismatic curtain walls. Some serious glazing engineering only pulled off by the best of the best engineers. I would assume european suppliers like a Permasteelisa or equilvalent that can make these crazy glazing systems.
I'm glad to see that we are getting something of this sort in our city through this tower. It does not have to be on a massive scale but as long as it can be proven that more advanced form of curtain wall engineering can be pulled off in this city, this project will surely impress and give some lessons to many local firms to up their game.
