I don't know how they're going to implement the system here in Vancouver, but there's an advantage to building everything into the bike because then you can operate them like Car2Go style car sharing where the bikes can simply be locked up anywhere. You find the closest bike using your phone app, "tap in" to start the rental, ride it to your destination, "tap out" and lock it up. That can be a lot more convenient than having to go to a bike station at the start and end of your trip.
Edit: I see that their system does in fact support this: "To end your trip, just lock your bike at one of our convenient hub locations or at any regular bike rack for a small additional fee."
