The steel pipe is a strut and a second one will be installed. It is to keep the soil in place since there isn't enough room to use soil nails.
Struts, Rakers, and Tie Backs take time to install before more digging can happen. Can't just dig a hole and wait for everything to collapse into it.
Reaching bottom is by June 27 or hopefully earlier.
Foundation mat pour by August 17 or hopefully earlier.
